A reference to the story of Dr Faust, who makes a deal with the Devil and pays at midnight with his soul as he is carted off to hell. The song makes more sense than ever to me now. Note how the Devil appears in the end in the guise of Adolf Hitler, whipping up the crowd with "Er kommt. Er kommt." He comes; he comes.
